台各“部会”编列翻译费近7000万遭批浪费

中国台湾网9月23日消息 据台湾媒体报道，台联党“立委”许忠信23日召开记者会，指出2014年度预算书中，各“部会”委外翻译、核稿的费用近7000万（新台币，下同）。质疑各“部会”将能自行作业的基础翻译工作也通通外包，浪费公职人员英文专业，有浮编现象。
许忠信表示，英文一直是台湾公职人员的必考科目之一，各单位每年也都编列相关教育训练费用，欲提升公职人员能力。但各“部会”却将最基本、能自行作业的中英文翻译、撰稿、审稿、编译等业务，都外包给翻译公司，相关预算加起来近7000万。经他估算，应可自行作业的部分便有5373万，他因此痛批“钱都白花了”。
许忠信以台当局“经济部经贸谈判办公室”为例，指出该单位编列了437万按日按件计酬酬金，其中包含英文拟稿翻译及校对费用。但该单位建置的公职人员应具有英文及经贸谈判专业，台当局却任由其浪费。
许忠信还说，负责处理涉外事务、拥有最多语言专才的台当局外事主管部门，为制作资料，先编列高达1598万的费用，其中便包含外文翻译等经费；后再编列504万预算，内又包含专业译稿、审稿等费用。费用之高实在令人不解。
针对许忠信的质疑，台当局外事主管部门国际传播司副司长邱隆藤回应，编列的1000多万预算是延续过去“新闻局”在外文刊物上聘用的18名专业外语人员，因刊物编辑的专业性，为考虑质量，才用按件计酬方式聘雇人员翻译。且该笔预算并非全为翻译费用，还包括外稿、漫画等稿费。
“经济部会计处处长”张信一也澄清，“经济部”高额的预算内包含许多项目，不完全是翻译费用。且“经济部”许多单位文件涉外，需要聘请专业、外籍人员担任最后润饰，加上有些单位人数较少，很难完全由公职人员负责。
