增值税

增值税是对销售货物或者提供加工、修理修配劳务以及进口货物的单位和个人就其实现的增值额征收的一个税种。中国自1979年开始试行增值税，现行的增值税制度是以1993年12月13日国务院颁布的国务院令第134号《中华人民共和国增值税暂行条例》为基础的。增值税已经成为中国最主要的税种之一，增值税的收入占中国全部税收的60％以上。增值税由国家税务局负责征收，税收收入中75％为中央财政收入，25％为地方收入。进口环节的增值税由海关负责征收，税收收入全部为中央财政收入。

增值税的征税范围包括：销售和进口货物，提供加工及修理修配劳务。这里的货物是指有形动产，包括电力、热力、气体等，不包括不动产。加工是指受托加工货物，即委托方提供原料及主要材料，受托方按照委托方的要求制造货物并收取加工费的业务；修理修配是指受托对损伤和丧失功能的货物进行修复，使其恢复原状和功能的业务。
