浦东加挂“自贸区”指示牌 官方英文名面世

东方网记者周峰9月22日报道：即将正式挂牌的上海自贸区，近日已率先挂上了浦东新区的交通指示牌。东方网记者发现，“China（Shanghai）Pilot Free Trade Zone”成为“中国（上海）自由贸易试验区”的官方英文名。

今天下午，浦东新区人民政府新闻办公室官方微博“浦东发布”发布图片称，浦东主干道的杨高路、龙东大道等道路两侧的多个重要路口，上海自贸区的中英文，已被加挂上交通指示牌。新挂的牌子还不时引来过往车辆放慢速度拍照留念。

东方网记者发现，此前国内外多家外文媒体在报道上海自贸区时，都称之为“pilot free trade zone”（简写pilot FTZ）。其中“pilot”一词为“试验”之意。商务部的英文页面在发布相关信息时，也曾有“China (Shanghai）Pilot FTZ”的表述。据记者了解，此次浦东新区加挂上海自贸区交通指示牌，应是其官方英文名首次在公共场所面世。

拟定的官方英文名，其实也体现出上海自贸区的性质。据东方网记者了解，自贸区可分为两种。广义的自贸区，是指两个或两个以上国家或地区通过签署自贸协定，形成促进商品、服务、资本、技术、人员等生产要素自由流动的“大区”（Free Trade Area，简写FTA）。而狭义的自贸区，是在一国的部分领土内，被认为关境以外并免于实施惯常海关监管制度的区域。这就是通常说所的Free Trade Zone（简写FTZ）。

为避免两者混淆，商务部等部门于2008年将FTZ和FTA分别译为“自由贸易园区”和“自由贸易区”。中国（上海）自由贸易试验区，即属于狭义的“自由贸易园区”范畴。

据官方最近的表态，以及媒体的密集报道，上海自贸区的内涵和想象空间，都将比传统意义上的“自由贸易园区”更为丰富。最终方案公布在即，挂牌仪式也日渐临近，“中国（上海）自由贸易试验区”这块牌子背后的“谜底”，届时也将“浮出水面”。
