东盟外长会议日外相带翻译欲寻机同王毅会谈

第46届东盟外长会议6月30日在文莱首都斯里巴加湾举行。尽管会前各方极力呼吁避免重蹈去年外长会未能发布联合声明的尴尬，但菲律宾还是在30日会议开幕当天重演了去年7月在柬埔寨的行为：向媒体散发菲律宾外交部的一份媒体声明。菲外交部长德尔罗萨里奥在声明中称，中国在南海“越来越严重的军事化策略威胁地区和平”。而他所指的“军事化”地点是中国的南海固有领土黄岩岛和自1999年一直被菲“坐滩”军舰占领的仁爱礁。一名不愿透露姓名的文莱外交部人员30日告诉《环球时报》记者，东盟国家不希望再次出现去年的分歧，因此绝对不会允许领土争端问题影响整个大局，也并不认同菲律宾在会上的做法。

30日下午，在没有告知会议主办方的情况下，菲律宾外交部几位工作人员突然在文莱国际会议中心的会场内散发新闻稿。《环球时报》记者拿到的这份一页的新闻稿称，菲外交部长德尔罗萨里奥对南海“逐渐增加的军事化”表示严重关切。他声称，中国“在菲律宾专属经济区内的黄岩岛和仁爱礁不断增加的军事和准军事存在将对维持该地区海上和平与稳定的努力构成威胁”。德尔罗萨里奥还声称，中国的行为违反了2002年《南海各方行为宣言》，《宣言》中规定，对南海有领土要求的声索方承诺不采取任何可能增加紧张状态的行动。

菲律宾的一纸声明成功吸引了国际媒体的关注。美联社、法新社、路透社均以“菲律宾称中国军事建设威胁和平”或类似标题进行报道。法新社称，菲律宾指责“在菲专属经济区内的两组小岛，即黄岩岛和仁爱礁，有大量的中国军事及准军事船只存在”，“这是对这一地区海洋和平与稳定的威胁”。文章评论称，南海问题再次成为东盟外长会的焦点议题，但各方分歧巨大，会议不可能就南海问题达成实质性的协议。

《环球时报》记者去年曾在柬埔寨金边参加第45届东盟外长会议，当时菲律宾也曾散发声明，控诉时任东盟轮值主席国柬埔寨反对将黄岩岛问题写入联合公报，造成会议自成立以来首次未能发表联合公报。柬方针锋相对，立即召开特别记者会，谴责菲律宾用南海问题绑架东盟会议，“南海问题是东盟内部一些国家与中国的问题，而不是整个东盟的问题。”

新加坡南洋理工大学拉惹勒南国际关系学院南海问题专家李明江30日对《环球时报》记者表示，菲律宾此次的行为显然是未与其它东盟国家商量做出的孤注一掷的挑衅，意图非常明显：一方面在造成一种“东盟国家共同声音”假象的同时横加指责中国；一方面博取东盟国家及全球舆论的同情和支持。李明江同时表示，菲律宾要散发新闻稿可以有很多场合，但偏偏选在东盟外长会这样的多边会议上，这种举动就是希望得到全球媒体的注意。泰国朱拉隆功大学政治学系主任提塔南·蓬苏迪拉克对《环球时报》记者表示，菲方此举是希望东盟国家在南海问题上联合起来共同对抗中国。他认为，作为中国与东盟关系的协调国，泰国必须发挥好协调作用。

泰国外交部长素拉蓬30日傍晚与中国外交部长王毅举行联合记者会。素拉蓬表示，东盟与中国的关系是强有力的、多样性的、全面和前瞻性的，东盟感谢中国在南海问题上与东盟进行的沟通和合作。他同时指出，9月，东盟与中国将在中国举行第6次落实《南海各方行为宣言》高官会和第九次联合工作组会议，在此期间还将就南海行为准则进行谈判。王毅在记者会上表示，南海问题不是中国与东盟之间的问题，不应该也绝不会影响中国与东盟关系的发展大局。他说，“个别国家逆潮而动、倒行逆施的做法并不能得到多数国家的支持，无法得逞。”印尼外长马蒂30日对《环球时报》记者表示，8月，南海问题可能会迎来重要进展。东盟外长将会再次会面，并和中国举行新一轮协商。

中国的“态度转变”吸引了外媒关注。共同社30日评论称，中国此前对就南海问题举行多国间磋商态度消极，随着中国转变态度，双方朝着缓和南海紧张局势的方向前进了一步。若南海问题的磋商能顺利进行，日本与中国关于钓鱼岛问题的进展将更显滞后。

7月1日和2日，东盟外长会将召开扩大会议，中日韩三国外长及美国国务卿克里、俄罗斯外长拉夫罗夫都将参加。借此，正因钓鱼岛问题和中国关系紧张的日本也蠢蠢欲动。共同社29日以“日本外相抵达文莱，欲联手东盟牵制中国”为题称，日本外相岸田文雄此行的目的之一就是要和东盟合作牵制中国。还有报道称，为寻找机会同中国外长王毅举行“走廊会谈”，岸田此行还带上了中文翻译。但据《环球时报》记者在30日上午举行的双边会见现场看到，岸田文雄与王毅在楼道里碰面，两人握手后即擦身而过。记者询问王毅，王部长表示，两人“只是意外碰见”。
