中国大陆和台湾当局于2月11日在南京自1949年两岸分裂以来首次举行了主管海峡两岸事务的负责人会谈。两岸以往一直通过窗口机构对放宽经济限制等议题展开磋商，而此次磋商则就构建当局间展开直接对话的机制达成了协议。

The Chinese mainland and Taiwan agreed on Tuesday to establish a liaison mechanism in their first formal meeting since 1949.

中国大陆和台湾周二举行了自1949年以来的首次正式会谈，会谈协议建立海峡两岸的联络机制。

联络机制就是liaison mechanism，该机制旨在解决海峡两岸关系中的major divergences（重大分歧），促进两岸关系的all-round development（全面发展）。建立这一机制后，两岸相关部门的高级官员就可以通过手机进行对话。

会谈中重申opposing “Taiwan independence”（反对“台独”）和adhering to the “1992 Consensus”（坚持92公约）是两岸关系和平发展的政治基础。

近年来，海峡两岸的two-way interaction（双向互动）在旅游、经济和贸易等领域发展迅速。调查显示，60%的台湾人认为两岸官员间的pragmatic exchanges（务实交流）有利于两岸关系的健康发展。
