近代公民概念与翻译的现代性

citizenship在近代中国的翻译过程同时是中国现代性生成的过程，它参与了现代性转型过程中权力、思想和政治发展前景的构建。

现代公民身份被看作欧洲特殊政治文化的产物。作为“市民共同体”的中世纪欧洲城市孕育了现代公民身份。马克斯·韦伯认为中世纪城市是公民身份的摇篮，而同一时期的中国等东方国家尽管也存在发达的城市，但本质上是君侯城市、要塞城市、消费城市或者市场城市。它们缺乏独立的市民，没有自治的城市共同体，更毋谈独立的司法和市议会等。就此而言，东方社会不存在现代意义上的公民身份。

韦伯的观点代表了有关现代西方公民身份起源的主流观点。时至今日，不乏知识分子对话韦伯，认为他具有明显的“西方主义”价值色彩，并煞费苦心地从古代东方内部挖掘出可以体现现代公民身份的要素。如果我们撇开东方主义或者西方主义这些价值立场不谈，考察西方现代公民身份概念是如何落户中国的，可以发现，公民身份东渐的过程具有别样的含义。

从部民到国民

西方citizen、citizenship概念最早落户中国是1860年前后。鸦片战争以后，为了使晚清政府懂得国际法和认清世界形势，当时的西方传教士翻译了大量近现代西方政治学著作。在丁韪良翻译的《万国公法》等著作中，citizen、citizenship概念最早被翻译成“公民”、“国民”甚至是“臣民”等，用以表示现代西方意义上的公民和公民身份。

但中国知识分子自主翻译西方citizen、citizenship概念却是在戊戌变法之后。戊戌变法失败后，梁启超被迫流亡日本，变法图强的企图归于失败。一是出于反思变法失败原因的需要，二是出于思考新的救国之路，梁启超当时阅读了大量由明治时期知识分子所翻译的西方现代政治学著作，现代政治学知识陡增，同时也目睹了明治之后的日本在短时间成为世界强国的现实，他的认识一时大变，认识到建立现代中国的真正出路不在于师法西方的技术或者制度，而在于塑造出能够自主、自治和自强的“国民”。按照梁启超的理解，中国虽有远多于西方国家的人口，但他们都是“知有天下而不知有国家”、“知有一己而不知有国家”的“部民”。他们“视国事若于己无与焉，虽经国耻历国难，漠然不动其心”，即使是稍好者，也无非是高谈阔论，乖于实用之民。因此，中国虽有千千万万人口，但心怀国事者却寥寥。相反，西方国家由于公民身份的发展，却形成了“有一人即有一爱国之民”的结果。强弱对比，中国屈辱之因不难发现，走出中国积弱之境的途径也不难找到，那就是培育“新国民”。因为按照梁启超的说法：“苟有新民，何患无新制度？无新政府？无新国家？”

在确立了这种认识前提的基础上，梁启超把翻译作为建立中国现代转型的起点。他提出：“处今日之天下，必以译书为强国第一义”，“国家欲自强，以多译西书为本”。当然，翻译不是无目的的乱译，而是以翻译反映西方公民精神的小说和政治著作为要务。他不仅亲自翻译了《十五小豪杰传》，而且掀起了通过翻译西方citizenship含义来塑造中国新国民的运动。1902年，梁启超创办《新民丛报》，取《大学》“新民”之意，以“欲以维新吾国，当先维新吾民”作为办报宗旨，以其清新明白的言语、生动犀利的文笔，系统介绍西方公民身份含义，并据此塑造理想的中国国民。这些报刊文章后结集成《新民说》。通观《新民说》的内容，梁启超着重从“公德”、“国家思想”、“进取冒险”、“权利思想”、“自由”、“自治”、“进步”、“自尊”、“合群”、“生利分利”、“毅力”、“义务思想”、“尚武”、“私德”、“民气”、“政治能力”等十六个方面阐发了公民身份的意涵。

citizen与“翻译救国论”

必须注意的是，“翻译救国论”在当时并不仅仅为梁启超所持有，“翻译救国论”主导下的“国民创造运动”也不是仅梁启超一人热衷。实际上，在他的倡导下，“新民”思想已成为当时社会最重要的思潮之一，“国民”概念也成为当时最流行的术语。在《新民丛报》的带动下，当时出现了大量以“国民”相呼号的报刊、学校、学会和革命团体。1903年章士钊在《苏报》上发文指出：“近世有叫号于志士，磅礴于国中之一绝大名词，曰：”国民”；1907年，清廷宪政考察大臣于式牧在奏章中直言：“横议者自谓国民，聚众者辄云团体，数年之中，内政、外交、用人、行政，皆有干预之想”。“国民”思想在当时的影响不可谓不大。

从1902年到五四运动前夕，“国民”的含义尽管有所变化，但国民创造运动一直是这一时期不变的旋律。这一运动不仅引入了西方citizen、citizenship思想，而且给流传数千年之久的中国传统文化带来前所未有的冲击。从此之后，自由、民主、权利、平等等思想进入普通百姓的视野，成为其思想的组成部分。由此观之，citizenship在近代中国的翻译过程同时是中国现代性生成的过程，它参与了现代性转型过程中权力、思想和政治发展前景的构建。梁启超等人对于西方citizen、citizenship的翻译不是仅仅局限于文本的对译，而是隐含着深刻的政治目的，救亡和国家现代化的目的主导了他们的翻译活动。这是一个创造性的翻译过程，翻译何种概念、赋予对译词何种语义、用来达到什么样的目标等，完全取决于国内现代性转型的需要。翻译为了现代性，翻译同时也参与和促进了现代性，此之谓“翻译的现代性”（translated modernity）。
