国家外国专家局局长张建国表示，中央人才协调组正在协调各方，逐步地简化工作程序，让愿意在中国长期工作，或者合资，或者是投资外国高端的人才，能更加便利。针对许多外国专家和国际友人反映的拿中国“绿卡”难度大、门槛高的问题，有关方面也在积极研究协调。

The administration is working with related departments to formulate new rules for the R visa “to guarantee a green passage” for foreign specialists who are interested in starting careers in China, Zhang said.

张建国表示，外国专家局正和其他部门合作，制定关于R字签证的新规定，为有兴趣在中国创业的外国专家“提供绿色通道”。

R visa就是“R字签证”，颁发对象是foreign experts whose skills are urgently needed in China（中国需要的外国高层次人才和急需紧缺专门人才）。

国家有意重点引进expertise in environmental pollution and pollution treatment sectors（环境污染和污染治理领域的专家）。中国当前的low-level trash disposal（低水平垃圾处理方法）已经造成了严重的污染问题，而在德国等一些发达国家，垃圾可以转变为产生电力的资源。

中国的签证有很多种，如L字签证是tourist visa（旅游签证），F字签证是visitor visa（访问签证），X字签证是study visa（学习签证），Z字签证是work visa（工作签证），J字签证是journalist visa（记者签证），D字签证是settlement visa（定居签证）。
