台湾外事部门负责人记者会上变翻译被批太软

5月16日电 据台湾《中国时报》报道，菲律宾“驻台北马尼拉经济文化办事处代表”白熙礼14日晚持菲方声明返台，与台湾外事部门负责人林永乐磋商近5小时后共同举行记者会。不少人批评菲方毫无诚意，林永乐全程以“礼”相待，甚至一度权充翻译，引导白熙礼发言，也被质疑无法捍卫台湾尊严。

据报道，会前林永乐多次与白熙礼交头接耳，就菲方声明文字交换意见。一开场林也率先发言，表示菲国已就台湾提出的严正要求，提出回应。台方虽然对授权认证、赔偿问题仍不满意，但倾向保留制裁手段，要求菲方在当天中午前提出进一步补强。

但现场媒体质疑，菲国是否道歉，理应由白熙礼亲口证实，而非林永乐片面代言，这时林才要求白熙礼上台宣读菲方声明。随后当媒体要求白熙礼亲口再次致歉、询问菲方何时愿意公布案发现场影像画面时，林永乐又两度跳过口译，直接以英语和白熙礼沟通，要他正面回应提问。

据报道，除了在记者会期间多次权充翻译以外，会后林永乐将白熙礼拉到一旁“循循善诱”，反复叮咛白熙礼至少要在昨天中午前，将马尼拉经济文化办事处的声明，附上菲律宾总统府或外交部的署名，“这样台湾人民比较能接受”。林永乐一再强调，“你也知道我的意思，这是台湾人民想要的。”

报道说，在近五分钟的交谈里，林永乐语调始终和缓，白熙礼却从头到尾几乎一言不发，脸色也越来越沉，仅偶尔以点头回应表示理解。

对于这场谈判无法圆满落幕，林永乐表示，能理解并非各方都能满意这项结局，但日后他仍会尽力斡旋，坚守台湾方面立场。
