义乌签证数超全省三分之一 率先成立精通10国语言的翻译队伍

义乌到底有多少外商，谁都没有一个准确的数字。

掌管出入境事务的义乌市公安局出入境管理局局长骆兴法说，去年有来自近200个国家和地区的38万人次的境外人士造访义乌，常驻外商达1.1万人。
“毫不夸张的说，义乌是全国老外密度最高的城市。”

为了让外商在义乌感受到家的温馨，义乌市公安局出入境管理局推出一系列“本地化管理、亲情化服务”创新工作机制。如今，在义乌，外国人的生活变得越来越便捷，这个县级城市成为不少外籍人士的第二故乡。

义乌签证数超过全省的三分之一

义乌，一个依靠市场带动了区域经济的县级市，世界各地的掘金者纷至沓来。

2012年，义乌签发外国人签证和居留许可数达到2.5万，超过全省三分之一，远远高于中西部省份全年的数量。

为了给涉外人员提供便捷的出入境服务，2005年，义乌成立了出入境管理局，是全国唯一一家可办理外国人签证和居留许可的县级公安出入境管理机构，极大方便了世界各地的外商。

多年来，办证大厅三易其址，从80平方到500平方，再到2000平方的第三代出入境接待大厅。

第三代大厅位于义乌市国际贸易服务中心的二楼。中心整合了公安、工商、人社、商务、外侨办、国安、民航等7个部门的98项涉外行政审批服务项目，将义乌绝大部分的涉外审批与服务项目集中在一个中心办理，构筑了“一站式”的涉外服务模式。要是在以前，外国人从办工商注册登记到取得就业居留许可，需要辗转五六个部门，如今只需楼上楼下。

浙江省公安厅出入境管理局义乌分局挂牌

今年5月9日，浙江省公安厅出入境管理局义乌分局正式挂牌，这也是全国唯一的省级公安机关出入境管理部门在县级设立的分支机构。

有专家指出，这是公安涉外行政管理在理念、体制、机制、运行模式等方面的一个重大突破，必将为推进义乌国际贸易综合改革试点和国际交流便利化、提升义乌国际化水平发挥重要作用。

在全省率先成立一支会10多国语言的翻译队伍

在日常工作中，义乌市公安局出入境管理局还推出了一系列人性化的服务和举措。

对在节日需要回国庆祝和家人团聚的外国人及时开辟绿色通道，为有紧急事由的外商提供签证便利。外国人的签证和居留许可的受理制证正常需要5个工作日，当客商有紧急情况需要加快办证时，在提供出国境机票后，予以加快，2个工作日内出证。

义乌公安局在全省率先成立了一支融合10多个语种的综合翻译队伍，除了基础的英语外，还有阿拉伯语、俄语、西班牙语、日语、韩语、波斯语、乌尔多语、越语、土耳其语等，为在义乌的外国人的工作生活提供语言服务。

110指挥中心还开设了英语、阿拉伯语、韩语等多语种接警服务，通过接警服务台三方通话，实现了外国人外语报警。

亲情化服务让外籍人士有故乡感觉

为了让外商在义乌感受到家的温馨，义乌市公安局推出一系列“本地化管理、亲情化服务”创新工作机制。“我们在警务室都配备了外事专管员，外商办理住宿申报登记、出入境签证等手续在社区就能完成，我们还会上门服务；同时，我们还鼓励外商参与社区治安管理，以更好地融入社区。”

正如义乌市公安局出入境管理局局长骆兴法所说，在义乌，外国人的生活变得越来越便捷，这个县级城市成为不少外籍人士的第二故乡。

在义乌开外贸公司的伊朗人哈米是个“中国通”。他说，自己是03年来到中国的。妻子是北京人，女儿在义乌的小学读书。去年，他还把弟弟和外甥带到了义乌。“在这里，我没觉得自己是一个外国人。”
