帮200名华人骗考驾照 英国一华人翻译被判入狱

7月19日电 据英国《华商报》报道，近30名英国华人因涉嫌在驾照笔试中作弊，被宣布考试无效，吊销驾照。在这一系列犯罪中起主导作用的一名中文女翻译被捕入狱。近日又发生一起类似案件，一华人男翻译在约200名华人驾照笔试中弄虚作假，被判入狱一年。

这位姓许的男翻译，55岁，家住伯明翰。2010年，英国驾照核发部门批准他有资格为驾照笔试提供传译服务。但是主管部门很快发现许翻译的考生通过率非常高，甚至在某几个月没有失败的例子。主管部门于是聘请独立翻译对考试录音进行复查。

录音可以清晰地听到，许在翻译同时会说出正确的答案。驾照核发部门很快知会警方。警方展开调查，去年8月11日许逮捕。20多名被找到的华人应考者承认作弊，并交代与许翻译员勾结的细节。

一名45岁的厨师出庭作证，他支付许翻译员250英镑的费用，然后许在传译的时候，用普通话说“是”为暗号、提供答案。

警方调查结论，从许的日记本上的名单了解，他可能已经给近200名华人做过翻译，另有数十人在等待中，计划在去年下半年完成。他大概已获利5万英镑。

据警方的消息，大部分这类犯罪都是通过广告招揽生意。而许翻译员则明目张胆在考场附近等候。当他见到考场出来的华人时，就问通过没有？如果没有，他就会上去自我介绍，让对方交250镑，保证通过。

伯明翰刑事7月15日判处他一年的徒刑。有两名证人承认付费换取作弊，被下令要做80小时的义务劳动并且支付100英镑的法庭费用。

据英国交通部门提供的数据，每年英国约有14万起非英语的笔试，另外有数千笔试需要翻译到场帮助。据统计，2012年共有2262次笔试有译员在场。华人考试可用英语，也可要求用粤语和中文。粤语是官方认可的19种主要语言之一。考试时使用事先录制的语音考卷；而中文却没有语音考卷，要翻译到场协助。目前交通部认可的翻译共122人，其中有说中文9人。
