加拿大联邦政府于当地时间2月11日公布的新一年财政预算中提到：一次性一刀切全球联邦投资移民和企业家移民积案。在该报告里，联邦认为通过投资移民和企业家移民项目获得永久居民身份的新移民对加拿大的经济，尤其就业和税收方面，并没有起到明显的积极影响。

加拿大政府上周宣布停止联邦投资移民和企业家移民项目后引发了一系列争议。

加拿大政府日前推出“2014年经济行动计划（Economic Action Plan）”，该计划表明政府将取消积弊已久、效率低下的投资移民计划（Immigrant Investor Program）和企业家移民计划（Federal Entrepreneur Program），以构建一个快速灵活的移民体系。研究表明，与其它类别的经济移民(economic immigrants)相比，投资移民缴纳税额更少(pay less in taxes)，中期和长期在加拿大停留的可能性更低(less likely to stay in Canada over the medium- to long-term)，通常缺乏包括官方语言能力(official language proficiency)在内的各项技能来和其他来自同一国家的移民一样，融入加拿大当地社会。

现行的加拿大投资移民计划（Immigrant Investor Program）申请条件为：1. 五年内有两年以上成功的商业管理经验。2. 申请人以合法经营手段所赚得的资产净值不低于160万加元（包括申请人在企业中所占股份、私人不动产、银行存款，股票和有价证券等；不包括他人馈赠、博彩 或继承财产所得。）3. 愿意向加拿大政府指定基金进行一定数额（80万加元）的投资。

现行的加拿大企业家移民计划（Federal Entrepreneur Program）申请条件为：1. 成功地经营、管理或控制过一个企业，有三年以上的经营管理经验; 2. 个人净资产超过50万加元; 3. 移民加拿大后，在二年内创办一个企业，雇佣最少一个加国公民或永久居民。
