去南美，带个英语翻译忽悠谁呢？

份内容颇为详细的出国考察行程单和航班信息，让中国教育科学院院长袁振国突然陷入舆论的漩涡。网络曝光的这份行程单显示，这次出国“考察”，11天的行程只有约10小时用于公务考察，其他活动时间要么在飞机上，要么在观光游览，而且袁的妻子同行。18日，记者再次致电教育部新闻办了解调查进展情况，得到的答复是“调查仍在进行”。

在此期间，袁振国已就媒体和公众质疑的问题进行了回应，回应的大致要点是：1、网传的行程单是旅行社曾经做过的一个未采纳的方案；2、教科院规定出国访问中有关文化考察参观的费用一律自费；3、妻子同行“与我院经费无关”，各有各的任务，且同行可以节省一位翻译开支。这样的解释看似进行了“澄清”，但网民依然紧追不放，且提出了更多的疑问。

疑团一：

到底是考察还是游玩？

根据中国教科院官方网站上的相关新闻和袁振国本人的回应，此次出国考察确有其事。但袁对网传的行程单予以否认，并不能让公众完全信服。不少网民追问：“如果这是没采用的方案，那么采用的方案能否公布一下？”对此，袁18日再次回应称，当时的行程安排非常紧张，而且事情已经过去快两年了，很多具体细节记不清了，暂时无法回答。这样的说辞显然不能让关注事件进展的网民满意：“袁院长至少应该还记得，到底花了多少时间在考察？考察了哪些地方？”“公务考察都要报批备案的，回来要总结成果，此行的考察报告能否公开？”

疑团二：

到底公款旅游了没有？

袁的回应称，中国教科院有规定“出国访问中有关文化考察参观的费用一律自费”，意在说明行程中的观光活动是自费行为。18日，他再次回应称，即使有景点，也是路过去看，“而且门票是自费的”。网民很快追问，这次考察到底有多少项目是所谓的“文化考察参观”？有何证据证明这些项目是自费的？能不能公布一下公费开销的清单？一位网民感叹：“就算参观、游玩是花自己的钱，但机票、住宿、餐饮可都是公家的钱，而且10多天的行程只有10个小时是公务活动，怎么都觉着‘公家的钱’好委屈。”

疑团三：

妻子随行当翻译替公家省钱？

妻子随行到底是“有自己的出访任务”，还是“节省一位翻译开支”？还是说，妻子“自己的出访任务”，其实就是“节省一位翻译开支”？袁对于妻子随行的解释，招致网民质疑最多。有网民称，这意思可以理解为：“我妻子随行不仅不花公款，还担当翻译替公家省了钱”。但网民质疑：“你妻子的出访任务怎么就和你们的行程百分之百重合呢？”“去南美，要带翻译也得是西班牙语、葡萄牙语翻译啊，带个英语翻译忽悠谁呢？”不少媒体指出，袁院长如果要彻底证明此次出国考察的“纯洁性”，就不能想说什么就说点什么，那样只会越说质疑越多，要一次说清楚其实也不难，公开实际的出访行程单、费用清单、出访的成果介绍等，自然能做到“事实胜于雄辩”。也有评论认为，此事不能只有袁本人“自说自话”，纪检部门应该及时介入调查，并尽快公布调查结果，回应公众的关切。
