外贸翻译小心了 索要回扣将被严查

浙江在线10月23日讯  针对外贸翻译等市场采购中介索要回扣现象，日前，义乌正式启动专项整治行动。

义乌将集中开展全市外贸翻译等市场采购中介人员申报备案登记工作，并探索对备案翻译人员颁发证件，引导“持证上岗”。

同时，建立行业“黑名单”，对列入黑名单的企业或个人，在办理相关业务时设立限制措施，涉嫌犯罪的，将依法移送司法机关处理。

目前，义乌外贸翻译人员(业务员)主要由外贸公司自行招聘(英语)或专业翻译公司(小语种)提供。这些人员，大部分是义乌本地企业的翻译人员，少量为陪同外商来义采购的随行翻译人员。

2012年，有义乌市政协委员做的调研分析报告显示：目前，义乌市场上部分采购中介人员进店就提要求、结账时索要、验货时刁难、下单时要挟，引导、逼迫经营户提供回扣，标准“最低占订货总额2-3%，一般是5%，有些占10%”。索要回扣的人群“多集中在常驻本地、小语种翻译人员身上”。

参与调研的义乌市政协常委骆华文认为，“中介”吃回扣，会使得一部分经营户“虚报高价”，商品质量却无法同步。这种“高价低质”的商品在国外市场毫无竞争力，无疑损坏义乌制造的形象，甚至可能赶跑采购商。

这份报告引起了义乌市委市政府的高度重视，也促成了这次专项整治行动。

根据部署，义乌各相关部门将开展为期四个月的专项整治，通过对市场采购中介从业人员登记备案并颁发证件、开展信用监管并设立黑名单、完善外贸翻译等采购中介配套服务体系等措施，促进市场采购中介行业的规范发展。

同时，义乌政府部门还通过呼吁经营户转型升级、提醒采购商加强防范、要求采购中介行业提升自律、鼓励经营户和客商对采购中介行业的监督等手段，根除类似违法行为滋生的土壤。
