翻译属于原创行为吗？

郭沫若：翻译是一种创造性的工作，好的翻译等于创作，甚至还可能超过原作。这不是一件平庸的工作，有时候翻译比创作还要困难。创作要有生活体验，翻译却要体验别人所体验的生活。
朱光潜：据我个人的经验，译一本书比写一本书要难得多。要译一本书，起码要把那本书懂得透彻，这不仅要读透读懂文学，还必须读懂文字后面的情理韵味。
朱自清：译诗对于原作是翻译，但对于译成的语言，它既可以增富意境，就算得一种创作。况且不但意境，它还可以给我们新的语感，新的诗体，新的句式，新的隐喻。就具体的译诗本身而论，它确可以算是创作。

个人认为可以属于再创作行为，但是目前来看不少译作并未达到这一标准。
